*Seems completely reasonable for bidders to decide not to compete with each other on the courthouse steps. It's a cash sale with bidders showing up with hundreds of thousands of dollars in cashiers checks. If no other qualified bidders show up on that day the remaining bidders have the discretion to do whatever they want in regards to bidding or not. After the sale the winning bidder also has the right to resell the property publicly or privately.

This is the way the court step auctions always have worked. Bidders agree with each other "Don't drive the price up on me for the property I really want and I won't drive the price up on the property that you really want."
Seams completely reasonable.
