I happen to know a bit about PAR all over the state. PAR is a known tactic that is used by bad principals who aren't doing their jobs and can't get a grip on their schools. The bad principal wants to look like he is doing something, so he scapegoats teachers. PAR is the perfect red herring! The bad principal can get another person, a PAR coach who wants to get promoted, to do all the dirty work. The bad principal then buys time and blames teachers and can report that he is making changes. It works for bad principals. Good principals would NEVER use PAR. I know a lot of good principals. Every single one of them has told me they would NEVER engage in the corrupt PAR system, and that it is one of the biggest failures of our eduction system. If a principal is using PAR to scapegoat, alienate, shun, marginalize and divide a group of teachers, he will eventually do it to students. Don't trust the PAR process. It is rooted in evil and hurts our students.
