Alexander Bulkley's low-budget rehash contributes very little to the "literature" of the unsolved case of Northern California's notorious Zodiac killer, who claimed 37 victims in the '60s and '70s (the authorities confirmed only five dead). Bulkley and his brother Kelly, who co-wrote the screenplay, not only torment a fictional Vallejo, California cop (Justin Chambers) for 98 minutes with false leads and frustrating near-misses; they torment us with a snail's-pace melodrama that never produces any real emotional tension or the climate of fear the moviemakers are shooting for. In the last of the 21 taunting letters the Zodiac sent to newspapers, he wrote: "I am waiting for a good movie about me." Well, so are we, pal.
