How about this - take the color out of the argument and look at the kids environment, study habits, attitudes etc. If student A does better because they study - then it doesn't matter what student B says is the fault; they do poorly because that is what they set out to do. It's a matter of that person wanting to do better or wanting a better life. It is the student's and the Parent's responsibility to take advantage of the school system. The information is there - all they have to do is actually participate. The same thing happens in blue-collar white neighborhoods. A lot of kids do poorly because they are told that they can't do better or that the system is bringing them down. It's a symptom of Limited Thinking - instead of "I can't because..." students and parents should be saying "I can because I want to"
