My understanding from personal experience and multiple successful complaint filings is that the State, not the local municipality, regulates lobbyists, defines what a lobbyist is, etc. The local municipality cannot undermine the State's intention in Government Code 82000-82054. The local municipality is required to adopt the States regulations on lobbyist registration. This appears to this reader to be another typical example of how Oakland thinks inside its insulated box. Lobbyist registration has been one of my major focuses and I have successfully presented complaints to the PEC and FPPC. Is Brunner trying to protect some of the targets of similarly important complaints, such as pending complaints? Ah, the list of unregistered lobbyists is huge! Quid pro quo, baby!

82039. (a) "Lobbyist" means either of the following: (1) Any individual who receives two thousand dollars ($2,000) or more in economic consideration in a calendar month, other than reimbursement for reasonable travel expenses, or whose principal duties as an employee are, to communicate directly or through his or her agents with any elective state official, agency official, or legislative official for the purpose of influencing legislative or administrative action.

Hmmm, I have several thousand in invoices and a $1200 lien on my house for erecting my own fence in my front yard, which is located 7.3 miles from Plazola's property. Is this still boring you?

On another note, Oakland Building Services records show that Carlos Plazola was cited for blight by CEDA for a property on International Blvd. in 2007. Instead of charging or liening Plazola for the cost of the resulting $10,000 fence erected by Arthur Young Debris Removal Service, actions that CEDA normally takes against property owners, the City, in a highly unusual move, paid for the fence. http://www.auditoaklandceda.com/index.php?…
