This article isn't reporting; it's an axe to grind. It comes off as whiny that the previous series of articles attacking Gibson McElhaney didn't land.

"Councilmember Dan Kalb... seconded Reid's nomination of Gibson McElhaney and also voted for her presidency. Gibson McElhaney subsequently appointed Kalb to a plum committee assignment, naming him chair of the powerful Finance Committee."
Three-quarters of the Council supported her presidency. Math tells me that most of the committees will be chaired by people that voted for her. You were calling for Kalb to be president a few days ago, and now you're crying foul that he has a good committee chairmanship.

I really value EBX, but this series of articles is a good example of why I have to take everything you say with a grain of salt.

If you were a supporter of Tolbert, say, but preferred Kaplan to de la Fuente, it is not "less safe" to put Kaplan further down on your ballot. No candidate will be declared a winner until he or she has an outright majority of votes, in which case it doesn't matter whether you have one of the competitors ranked first or second. This is why ranked-choice voting is also called instant runoff voting.

The elegant beauty of RCV is precisely that it eliminates the need for "strategic" voting -- voting for a candidate you don't like because he or she is more viable. All you have to do is to list the candidates in your order of preference.
