I worked for a tiny business that had EXACTLY this problem. Yelp called and emailed several times per week. The price was really high for a tiny business. Good reviews disappeared. The pattern, from my observation, was that the business could not get more good reviews than a paid sponsor. In my time watching the reviews, I saw 31 5 star reviews go up, but at no time did more than 11 show up at once. I asked Yelp. The best answer I got was that 3 of the reviewers never reviewed any other business. If the site is only for active users, then the content should only be available to them. If I am not the type that spends a ton of time participating in stuff like this but occassionally care enough about an experience to share it, I think that is a review that is worth reading.
