In fact, Contra Costa County's proposal was ranked #2 in the state and was recognized by reviewers as exemplary: it was in a statistical dead head with SF's proposal. However, because anti-jail activists filed a baseless lawsuit to challenge Contra Costa's Environmental Impact Report, CoCo's proposal was forced to forfeit 12 bonus points. Most unfortunately, this means that more than 400 people typically housed in the county's outdated, overcrowded, and inhumane Martinez facility will be denied access to fair and equitable treatment. Progressivism requires that we advocate in all directions -- not only to reduce mass incarceration and its disproportionate effects on people of color or low income people, but also to ensure that the detention system does not cause more harm to the people who are incarcerated.
