There is a third way to slice things, and that's anarchist views on policing. Communities, and especially urban communities, are almost entirely self-regulating. True anarchism is all about a state of natural repose. Oakland has 3000 active shooters, and those are OPD numbers. There are 50 police officers on the street at any given time. If people think that the "police" control violence, they have not seen reality. Violence is a function of thousands upon thousands of personal interactions and relations among people in a given community. At most, police have effects on property crimes.

People who are part of strong families, and who have gainful employment, kill each other less. But few seem to want to increase labor. Or increase the stability of families. Humans did not even HAVE police for thousands of years. People act like we have always had them. For thousands of years, calm was kept by the people themselves, and by grassroots social structures that are internal to communities, and which rise organically.
