If people don't want to be looked upon with suspicion they can, for the most part, dress and act like "citizens" instead of thugs. Do they not realize that wearing a hoodie, hanging around on a street corner or in the shadows smoking cigarettes and not doing anything specific gives them the outward appearance of a drug dealer or mugger?

These people are old enough to know what a hood looks like; maybe they enjoy the "respect" they get with that kind of presence, but they shouldn't expect people not to react to it in their own ways... and their color isn't necessarily the element that makes people look at them differently.
