According to the article, there is a slight Eco-advantage vs. an average car with 1.59 passengers getting 35 mpg. But, by the time the train is done federal mandates require 50+ mpg. Let's assume an average of 45 mpg by 2029 when the system is supposed to be complete. That essentially eliminates the advantage. Moreover, for $68B, you could buy 2 million Prius cars to replace the least fuel efficient car on the road--or provide 4 million people with a $15,000 incentive to buy cars that get 45 mpg today.
