This suggestion is the very worst of the "no child left behind" has to offer. Science labs are not just an entitlement for the rich, they are the tools for training people who will have jobs that can bring income that can bring taxes that can pay for what goes to the other students. If all of the money in schools goes to bringing the low end up to the middle, to the point of excluding those who may excel, the US will be quickly a third-rate nation. This is the moral equivalent of saying that a football team shouldn't field its good players because it makes the less good players feel bad. If there's a problem here, it's why students of ALL races are not ALREADY prepared to be using these facilities. That needs to be solved EARLIER, not solved here by penalizing those who have a chance of still succeeding and keeping the cash coming in to help pay for what really needs to be done. Inhibiting these people, regardless of race, from succeeding just means there won't be the cash needed to repair the lower level schools that sound like they need fixing.
