The life and high times of Europe’s biggest recreational drug smuggler of the Seventies and Eighties benefits from actor Rhys Ifans’ hang-loose presence and filmmaker Bernard Rose’s obvious enthusiasm for the subject. Fellow Welshman Howard Marks (Ifans) never really hurts anyone as he scampers around supplying planeloads of hashish, with his wife (Chloë Sevigny, also good) in the wings. The supporting cast is up to the task, as well: David Thewlis as a psychotic IRA man; Crispin Glover as an LA dealer; Orson Welles lookalike Christian McKay as Marks’ MI6 agent pal; and British comic Omid Djalili as the supplier in Kabul. Veteran creator of visions Rose (Candyman, Immortal Beloved) multitasks as director, screenwriter, cinematographer, and co-editor. Music score by Philip Glass. (121 min.)
