1. Governor Jerry Brown delayed a BART strike for at least one week, appointing a panel to investigate the stalled negotiations, the SFGate reports. BART workers had been prepared last night to launch their second strike in the past month until Brown intervened at the request of BART board member Tom Radulovich. The governor-appointed panel will investigate the breakdown in negotiations and then Brown will decided next week whether to call for a sixty-day cooling off period.

3. The US Supreme Court denied Governor Brown’s request for an immediate stay of a federal court order that the state release about 10,000 inmates by the end of the year because of severe overcrowding in California prisons, the Mercury News reports.
4. The US Bureau of Land Management has launched a study of the environmental impacts of fracking in California, the Chron$ reports. The study followed a court ruling earlier this year that stated that the federal agency had violated the law by not assessing environmental impacts of fracking before leasing federal land to oil and natural gas companies.
5. And federal records show that oil companies have been fracking off the coast of California, pumping chemicals into the ocean floor, for the past two decades with little or no oversight, the AP reports.
