The People's Community Medics (www.peoplescommunitymedics.com) has been teaching folks in Oakland since 2012 to call the Oakland Fire Dept. (OFD) Emergency line directly 510-444-1616 when in Oakland on a cell phone instead of 911 which will get routed 4 times before ending up at OFD. If you call 911 from a land line it goes straigt to OFD Program that into the cell phone. You don't need a $20 app for that.
