The Peripheral Canal is a clandestine attempt to drain Northern California waters South and turn Northern California into another desolate Owens Valley. Once a conveyance is connected, water will again flow to SOUTHERN political power as well as money and the Sacramento Valley environment will suffer. Southern California doesn’t lack water, it has an overpopulation demand on its arid water supplies.

Lets divide California into separate States now generally along water basins. No water can be diverted among the new States:

1. Sacramento River North including the Delta
2. Bay Area.
3 San Joaquin River up to the Tehapies
4. Los Angeles - San Diego
