There was a CNN poll of US residents in June of this year- 48% of Americans expect a great depression level economic collapse here within the year (me too, read zerohedge.com for details). No wonder victory gardens are starting up and we could use them. There are hundreds of soil remediation techniques online, from planting mustard (one of many forms of phytoremediation) - to using earthworms, phosphorus or zeolites . There is no one kind of soil or contaminant and accordingly -no single solution. The take home is that it's a great idea (growing some of your own food) and remediation is entirely do-able.
