If a part of the problem of high asking rents on vacant apartments is that so few apartments turn over in a year (you estimate 5%), how will rent control and eviction controls help? Don’t you need more apartments to become vacant and add to the supply of vacant apartments in order to hold down the asking rent on vacant units? If you subsidize tenants for staying put (rent control) and make necessary evictions (drugs, violence, wife-beating, etc.) too expensive and risky for small owners, aren’t you reducing turnovers and reducing the supply of vacant apartments, making the problem worse?
