Re: “Parking Rebellion Stirs Up Oakland

Currently Oakland parking tickets do not conform to CA vehicle code requirements -- namely, 1) A statement in bold print that payment may be sent by US mail and the address to send it; and 2) Accompanied by a written notice of the amount of the parking penalty. The City complies with requirement 1) and has been complying with 2) by means of a sticker affixed to the green return envelope with the fine schedule for each violation number. When the fines were increased the City did not change the sticker. On my front license plate violation a month ago the sticker says 26.00, but the City has billed me for 90.00. On a more recent parking ticket there was no sticker at all, nor did it appear that any tickets on other vehicles had the schedule attached. I believe the fines are unenforceable until the City complies. Here is the link to the CA vehicle code section 40203:
