@Rob Arias: Indeed, that's a good question, and like most good questions, there's not quite an easy answer.

I'd hope, though, that the landscape of politics would change so that the decision-makers who are in the City Halls and committee rooms for allocating such budgets are people who reflect the needs and will of the general public, and not the wealthy oligarchical interests that have their own bank accounts in mind, and have influenced politics to match.

@Heidi Skolnik: Robert Reich (economist and UC Berkeley professor) coined a pretty accurate term for Uber, Airbnb, etc's tech exploitation of people and assets for investor profit: its a "share-the-scraps economy".

@Rob Arias: Cities already "pay" for less noble businesses that end up having a detrimental effect on other local small business and encourage workers to be disengaged with their local neighborhood communities: just look at the tax breaks Twitter received, so they could build an walled enclave in San Francisco to shield their workers from the mid-Market area.

If there's paying to be done, I'd much rather a cooperative business be part of my city.
