What about a legal agreement between the City and Mary that transfers liability to her from the City for any damage that occurs to anyone as a result of her installation of an electrical outlet on City property? Ultimately, I think that liability is too risky and costly to bear, compared to the benefit to Mary of the electric car; so, maybe not an effective solution. What i mean to imply is that it is important that the basic assumptions of the reported deal between the homeowner and the mayor's office be maintained - that the parking pad and outlet be on her property - or that the homeowner takes on the effects of her actions on City property, including increased liability. Ultimately, we need something better; but, in this case, under current law, there might be an innovative legal solution. Good luck, all.
