The oft repeated "factoid" that water rights allocated are 5 times the water available is misleading and should be qualified that the number is the "face value" of the water rights, and it includes non-consumptive uses (like hydropower, where the water is returned to the river) and it double and triple counts water.
A simple example: a water right is needed to store water in a reservoir, and if, like Shasta, Oroville and a host of other large reservoirs, the water is released for use downstream, another water right is needed to redivert that water (double counting); a third water right is needed for the same user for flows available when water is not being released (third counting in face-value since you have to use one or the other, and can't use both at the same time). Then they don't take into account water discharged back (wastewater from cities, drainage from ag lands) that is reused downstream. Small wonder that the rivers don't all run dry all the time, which they would if the face value corresponded to actual use.
However, this points out the real problem: the State Water Board has no system that actually records and makes available water uses, diversions and returns and how they correspond to the various rights. That is sorely needed, and without it nobody really knows what is going on at any time.

The author claims that from December to April the SWP and CVP depleted reservoirs of cold water by pumping water South. From December to April, reservoirs increased in storage; the water pumped was from runoff below the dams, a common occurrence. They took water from the Delta and from outflow, but not from the reservoirs.
