Adverse possession requires that the owners do not exercise their rights (e.g., notify squatters to get out) and that the squatters pay the property tax for the required number of years (5?).

I would be surprised if this is actually "adverse possession" under California law.

Unions may be cutting off their nose to spite their face. Greater turn out may help remove hated incumbents, but reduce the ability of unions to out organize their opponents for later races. In low turn out elections, the story has shown union money can make a difference.

In Bombay India, street squatters were given flats in buildings to be built at their squat. The squatters took the flats, sold them, and moved back to the streets.

Can buyers of submarket housing sell their units?

Police should be monitored at all times. They are in the executive branch of government but too many act like they are the gods of the legislature and judiciary too. They have demonstrated over the years that they can't even be trusted to stop at a stop sign. Yet, during a certain high quota period, a group of officers wrote me a red light ticket knowing I did not actually run the light. If they can be this petty, why should we trust them to tell the truth about the lives and liberty of ordinary citizens? The police in California have lost my trust (and I'm an old white guy).

Seems the WSJ reporter just had to say Something, as reporters do, even when they don't know what they are talking about. At least here, Mr. Bland seems to be using some facts to support his non-neutral point.
