Can you give a reason why landlords will raise rents beyond the ability of long-term businesses to remain in place? For example: who else can go into those locations and produce more revenue than the ones who have been dependable for all those years?

It's very high minded to think that cutting parking space will solve the transportation problem or provide less expensive housing. Neither will be be effected. Landlords will always charge what the market will allow no matter what they put into a building. Tenants will need parking and thus fill up Berkeley streets like the UC students do every year. The only thing this will accomplish is enriching the landlord class at the expense of people who must rely on their cars for business and personal use.
