Leave the freakin' place alone. It is perfect just as it is. The lumber is part of the shifting history of the area. As is every other piece of 'debris'. And the coastal cleanups which happen both on an organised and impromptu level by those of us who love and utilise this wonderful place, gets rid of the discarded human waste, like plastics, cigarette butts, drink containers etc which floats ashore or gets thrown carelessly about. Albany Beach, Waterfront, Bulb and Park - Let It Be.

The solution might be to have every single municipal animal shelter in California taken into receivership and have the system re-vamped from top to bottom. There is not a single state level department that oversees animal shelters in California, each city and county runs their departments differently: some are run by Police, some by City Management, some by Sheriffs, some by other civilian departments. They don't have the same fee structure - some shelters price the adoption of dogs according to WEIGHT - they don't even all have the same computer program for intake etc. Some shelters have night drop off boxes, some have closed theirs - it is a complete mess. Oakland had a chance during the last scandal to remove the shelter from under the Police Department (that is the first step to progressive shelter reform) but the politicians didn't have the guts.

Reform needs to happen now - noses need to be bent outta shape, toes stepped on.
