Cities are responsible for regulatory ordinances, not the State. The State should provide guidelines and Senator Mark Leno's original proposal to codify sections of then Attorney General Jerry Brown's Guidelines For The Security And Non-diversion Of Marijuana Grown For Medical Use are appropriate.

Colorado's state regulations have NOT stopped federal interference there. Every collective in Colorado is operating as a cash business because the feds have stopped ALL collectives from banking. There are cities in Colorado with bans on dispensaries. Colorado still shares the same problems we have in California despite their statewide regulation.

Putting medical cannabis in the hands of the ABC contradicts Prop. 215. Assemblymember Tom Ammiano's proposal treats collectives like for-profit, recreational use canna-bars. When we have adult recreational use legislation, then this proposal may be appropriate. For now, in order to ensure safe affordable access for the most vulnerable patients, the emphasis from our California State legislature must be on ending federal cannabis prohibition instead of putting every grower on a list and taxing every patient into oblivion.
