Mayors do not manage schools, school boards do.

Mayor Libby is doing a good job of leading this effort. The major strategy relies on bond measures to build affordable housing, which fits our capitalist, socialist system. Yes, if we have better educated citizens then fewer people will need affordable housing.

Many of the strategies in the article are unknown to me. Author, what are the mechanisms for 1) protecting 17,000 existing affordable homes in Oakland 2) what is in the purchase contract of the proposed Oakland Buyers Collective to create "permanent affordability" 3) what is the legal mechanism for special financial districts?

At this year's State of Oakland address, Mayor Libby pointed out that city rent control is restricted by state rental laws which do not allow rent control on four-plexes or fewer units. Four unit and under properties are a huge per cent of Oakland's rental properties.
