Actually, crime decreased substantially during Dellums' term.
1. Homicides dropped almost 40% from 146 in 2006 (Brown's last year) to 90 in 2010 (Dellums' last year).

Through a combination of prevention and intervention strategies, Dellums prioritized public safety. He put major emphasis on reforming OPD. He took NSA compliance from almost zero during Brown to full compliance with the majority of NSA "tasks" and "subtasks". He implemented Measure Y. He increased police staffing from 698 to 837 officers in less than 2 years. He brought to Oakland the largest public safety "Stimulus" grants in the U.S. And his term coincided with the worst of the Great Recession.
