While negotiations continue between the City of Alameda and SunCal over specific items in SunCal's development initiative for Alameda Point, Councilman Matarrese says, "And of course there is the question of 'Can we come to an agreement?' Which is a timing thing as well as a substance thing."

Last month, Mayor Johnson, Vice Mayor Doug deHaan and Matarrese voted in favor of holding a February 2 special election, at a cost of $325,000, instead of placing the initiative on the general-election ballot in June. Johnson justified the expense of a special election (on a single issue with no urgency attached to its passage or defeat) by claiming that the City's election code must be followed (if one adheres to a loose reading of it).

The City's exclusive negotiating agreement with SunCal ends in July. With Johnson, Matarrese and deHaan now visiting other cities' closed military bases to gather redevelopment ideas, and with Interim City Manager Gallant (followed by Matarrese) proposing long-term leases that would basically keep the Point as is (toxic, mostly deserted, and with a failing infrastructure), it seems pretty clear that these individuals are actively opposed to SunCal's development plan and have no intention of coming to an agreement.
