In our neighborhood, a long-time street dealer spends a little less time now sitting on the fire hydrant and urinating against the side wall of the corner coffee shop. He devotes some time to using his pickup truck (registration expired long ago) for trash hauls. Want to guess whether he provides customers with a receipt that prove he took the stuff to an approved receiving site?

@ ZXM: Who has no idea that -- after shots have been fired -- two men grappling to reach a gun makes for a deadly situation? Who would imagine that one or the other of these men, defying repeated commands to show their hands, would not shoot the other guy, nor shoot at the officer and attempt to get away? Of course, these fine gentlemen would pause, put on white gloves, and suggest a supervised match of fisticuffs. Thank goodness for the bystanders that the officer intervened.

When almost all the legal actions collapsed, simply because there was no case beneath the publicity grabs, the attention-grabbers fell out - and one of them is the Express writer here. The story was sensational (sells ads!), and it served the writer's anti-police venom. No journalistic ethics visible.

Last month Mr. Muhammad wrote an op-ed piece in another publication, concluding: "The city's sustained drop in gun violence should be celebrated. There is much more work to be done, but Oakland is on the right track." Why would anyone take him seriously?

"The decree requires the city to spend $300 million over 22 years to repair and replace its broken sewer lines." Look at your EBMUD "water" bill. Probably about 40% of it is for the City's sewer service charge. (EBMUD just collects for the City). It is a regressive tax - every single-family house pays the same. And owners of apartment buildings of five or more units generally pay a lower charge per apartment.

Read the study. It included a telephone survey that asked people about their beverage habits. The result was, "Changes in self-reported sugar-sweetened beverage intake were not statistically significant." That is, no change in behavior could be detected.
How does the survey of users square with the reported decline in store sales of taxed beverages? The decline was in Berkeley, but sales rose in stores just outside Berkeley.
Also, the survey found that corner grocery stores did not raise prices on SSBs, but there was too little data to say whether their sales went up or down or stayed the same. All the study really found was that the large chain markets in Berkeley passed on the tax and lost sales.
Some of the authors of the study campaigned for sugar taxes and donated to the campaign. It is no surprise that they do their best to spin their own results.

"For the uninitiated, a sideshow is a mischievous ritual." Mischievous?! Innocent parked cars totaled by reckless drivers; people and pets freaked out by gunshots; little children terrified in their home (some of the sideshows were on residential streets). As for OPD, one reason they are ineffective is that City Hall ties their hands.
