I recently read about a city in Germany that banned all vehicles within city limits. Of course they have much better mass transit in Germany than in the U.S so such a concept has more chance of succeeding there. As someone quite familiar with Cybertran, I think that it could help that concept suceed here and elsewhere.

Good article. The very real prospect of a 100 mi. per gallon Ihybrid electric vehicle with a diesel powered generator on board makes the problem of inadequate agricultural land look much less daunting. The fuel can be straight vegetable oil produced from plants like Jatropha which grows in marginal soil and sidesteps the food vs fuel issue. The 100 mi. per gallon figure is an "honest" figure derived from operation in the hybrid mode and not the phony and misleading 100 mi. per gallon claims increasingly touted by plug in EVs which use energy from predominantly coal burning power plants to boost mi. per gal. claims.

The lack of bank account or ATM access is solvable in another way. It is a new system for local commerce which uses an alternative/local currency, and funds can even be transferred using mobile phones. It is called LocalMart. LocalMart-Oakland is in the process of being set up.
