Uptown Oakland eatery Picán (2295 Broadway) caps off Black History Month on Tuesday, Feb. 28, with its Brown Estates Wine Dinner, pairing Southern-inspired dishes such as watercress/duck-sausage salad and grilled harissa-marinated California squid with selections from Brown Estates, one of the world's few African-American-owned wineries.
