Replying to recycle85; the article and other comments indicate that some scavengers are fighting over territories and some have been aggressive and some are leaving a mess. Wouldn't it be nice if everyone would just be civil? Sure, but are they?

About the collection fee increase...did Berkeley consider bidding out the recycling and garbage collection contract to several contractors before raising our fees? I agree with SF2OAK that the contractor has a stake in the profit - particularly if the contract language encourages this - and (one would imagine) they would want to protect their income.

The current situation is a major threat to residents' health and safety.
