HIS WOULD BE A GOOD MODEL ,IF ONLY THE PERSON AT THE TOP WOULD ACTUALY SPEND MONEY ON THE PROGRAMS THAT THE MONIES WERE INTENDED, IF YOU SEEN THEIR EXCUTIVE FLO CHART YOU WOULD UNDERSTAND WHY THERE IS NO MONEY FOR THE PROGRAMS,THERE IS QUITE A FEW BONES IN THERE CLOSET,THE COUNTY KEEPS FUNDING THEM IN HOPES THAT THE MIGHT TURN AROUND,VERSES TAKING FACE ABOUT THE FACT THAT THEY HAVE BEEN SCREWED OUT OF A LOT OF TAX PAYERS MONYEY.
