With the city council's poor record on contract negotiation it would be prudent to share the contract with the full city council to ensure that all members are comfortable with the terms of the contract before it is put forward.

Oakland city council accepted $163,470 + $16,530 from CalOES to purchase and install the GIS mapping equipment. But if they accepted the money from CalOES, and yet the calls from cell phones are still being routed via the CHP, where did the money for the equipment go ?
Surely the city auditor would be able to share this insight.

In this day and age of telecommunications there is no excuse for routing 911 calls from cell phones to another city

Thank you for providing insight into the process Len.

I work for a publicly traded company and the auditors are a very important part of our financial compliance. I had always wondered why local government often struggles with overspend on projects and no accountability. This article has provided some insight into how an inept auditor can facilitate this behavior, and how hard it can be to challenge the status quo.

Why isn't this Brooks person dismissed immediately. If any one of us assaulted someone while acting in our professional capacity, which resulted in our employer having to pay $3M in damages, we would be fired within days. Why is this Brooks person any different ?

I would not be in favor of a parcel tax because yet again the property owners in Oakland are being asked to subsidize the local services that are used by all residents. I would be in favor of a sales tax increase to support public libraries, that way all residents who do business in Oakland would contribute to the social services.

Who reviews all these outside contracts and approves them for payment, surely there is a name on the contract and that name bears responsibility.
