The fact is Measure Y was sold to voters with promises never intended to be kept. Were you or I to obtain money under such false pretenses it would be called fraud. From Jean Quan's election materiag "I need your help to pass Measure Y, the Violence Prevention & Neighborhood Safety initiative." "This Measure guarantees that the current budgeted number of police 739 must be funded before Measure Y is encacted. In short this brings the total number of police to 802." After Y was enacted & City had been spending the funds for years with no increase in police force, in response to questions on Aug. 9, '07 as to where the additional police were, Jean responds "while the Department does not have 739 sworn at theis time, we are BUDGETED for 739. This is the requirement outlined by Measure Y in order to spend funds from the initiative." BIG DIFFERENCE ! This 'sell you an apples & give you raisins' is criminal fraud. I'm sorry Sacks' lawsuit wasn't carried out by the District Attorney.
