a program would be developed where each county in the United States will be permitted to establish large controlled grow rooms in large secured warehouses* in appropriate (out-of-town) locations. Existing growers, non-union, would manage, work, and run the large grow warehouses, at agreed upon wage/benefit rates, in return for future considerations for when marijuana is legalized. In the meantime, all profits (considerable) reside in a county food bank fund, for the BULK purchase of staples for those in need.
