I seems to me we are looking at the problem wrong. We have people willing to go house to house and bring in the bottle and can recycling for free in that we aren't paying for trucks and labor. Let's build on this! Maybe we cut back to recycling paper twice a month since they don't take much of that. Think how much that would save. Cut down on the number of trucks and employees. Maybe require a permit for people that regularly bring in recycling that could be recinded for in appropriate behavior such as going on people's property.

Maybe my experience is unique, but the "poachers" in my neighborhood don't hassle me and rarely leave a mess. I am fine with them taking my cans and bottles. Heck, it is better than having desparate people breaking into my car.

We need to face reality and work with what we have.
