Stuart Flashman is an Oakland-based land use and environmental attorney, with a specific focus on the California Environmental Quality Act. He also handles election-related litigation, with an emphasis on defending initiatives and referenda against legal challenge. He received his A.B. and Sc.M. degrees in biology from Brown University, a Ph.D. in Biochemistry and Molecular Biology from Harvard University, and his law degree from New College of California. He was an Assistant Professor of Genetics at North Carolina State University from 1976 to 1980 and a Senior Research Biologist at Stauffer Chemical Company’s Western Research Center in Richmond, California from 1980 to 1986. Dr. Flashman served on the Emeryville City Council in 1985 and on its Planning Commission from 1989 to 1990. He was a trustee of the Alameda County Mosquito Abatement District from 1985 to 2007, representing first Emeryville and then Oakland, and served as Board President in 1991 and 2000.. He was elected to the Board of Directors of East Bay MUD in 1990, representing Ward 3, and served on the Board from 1990-1994, and as Board Vice President in 1993 and Board President in 1994. He also served on the Board of Directors of the Association of California Water Agencies from 1992 to 1994. He is a past member of the Executive Committee of the San Francisco Bay Chapter of the Sierra Club, and currently serves on the chapter legal committee. He has been a member of the Board of Directors of the Rockridge Community Planning Council since 2008, and has served as chair of the board and of RCPC's land use committee from 2008 to the present.
