This article fails to mention that under the JCE section a tenant can sublet to anyone without owner approval and even credit checks. He can even arbitrage the rent for a profit. Also the way the language is written it is a costly endeavor for eviction by the owner that skews all the rights to the tenant. Trying to get someone out under the provisions listed means that another tenant would have to testify. Most tenants won't do that as fearing retribution. The facts about all that JCE entails is sorely lacking in the dialogue. Be fair EBE and show the full picture of what JCE really means and don't just cherry pick a word or phrase.

Sorry, but are you certain Paradita offers beef heart anticuchos? We were there 6/16 and the ONLY anticuchos offered on the menu signboard were chicken, shrimp, and pork belly. We were very disappointed!

If Council members believe that background checks are important, they should require checks of all candidates for elected office in Oakland.

The way it is now, the only "check" is the City Clerk checking that a candidate is registered to vote at their stated address. Candidates for City Attorney and Auditor must provide proof of current state license.

No official verification of resumes or candidate's statements.

She was aided unlawfully by Paul Rolleri, Chief of the Alameda Police Dept., and I am fighting them with the help of State Attorney General Xavier Becerra now, closing in on JUSTICE!

I am so disappointed that you didn't think that there was value in a category for Best Fabric Store. The Fabric Stores in this area (the ones who are left) work very hard to provide the best fabric, notions, patterns and creative value for the entire Bay Area and beyond. They deserve the chance to be Best of the East Bay 2017 as much as any you have listed.

Today 3 paid signature gatherers illegally gathered signatures to overturn all rent regulations in Alameda. All eviction controls, all relocation fees, even the 5% trigger. They were yelling "Help landlords evict drug dealers!" while wandering in the parking lot blocking traffic. Finally, APD was called and they had to go.

Is Hayward becoming the new Oakland? Not sure of a rent comparison, but there are certainly empty storefronts on the main drag there which could be occupied by restaurants feeling a squeeze from the high rents of downtown and uptown Oakland. We recently had a fun meal with friends at Buffalo Bills Brewery in downtown Hayward (1082 B Street), not to mention enjoyed their brews and took home a six pack of high octane IPA.

Thanks Darwin for doing this article, as Measure LL/Police Commission issues haven't been covered much lately and how LL is implemented can change a lot, for better or worse. Better to have the Ordinance a little late than rushed thru with defects----and we are not that far apart....Was very disappointing to me that Council President Reid , for whatever reason, seemed to in an 'on strike/shut process down' mode, rather than being willing to hear from authors and public about the 5 to 6 areas of disagreement. The first Commissioner appointment process was launched in early June...with notice 2 applicants that general (not criminal) background checks will be done on all nominees.....time will tell if current or future SC is overruled on that.....

One of the overwhelming problems of governance in Oakland is the failure to implement projects in a timely way. In addition there is all-too-often a failure to follow up to see whether projects are achieving their goals and then to modify them so that they do perform or perform better.

To put this all in perspective, the nitpicking on the methods for constituting the Police Commission is a class case in point.

Just possibly it would make sense to arrive quickly at a reasonable compromise so that at long last the Commission might (just might) go to work. If changes are needed, then changes can be made.

Another aspect of perspective: Oakland's police department is still in bad shape regarding critical aspects of performance and regarding morale; we haven't yet completed reforms mandated almost 15 years ago; crime remains far too high; the turnover rate for cops is far too high.

Alameda already voted on this by accepting L1 and resoundingly rejecting the tenant's union's M1. The city councilmembers who voted for this just spat in the face of Alameda voters. Hopefully they'll be repercussions.
