California and Quebec released results today for the November 2017 auction which showed steady prices well above the floor for the second auction in a row. The November auction was also the second in a row to sell out of allowances. Both outcomes are a reflection of the secure market that is now set to run through 2030, and demonstrate that the design features of cap and trade are working as expected to maintain a strong and stable program.

November Auction At-a-Glance

Approximately $862,407,989 raised for the Greenhouse Gas Reduction Fund to invest in a number of programs including clean transportation, urban greening, and improving local air quality.

All current vintage allowances were sold of the 79,548,286 offered for sale, including 15,909,657 allowances that were previously unsold in 2016. This is the first auction including held allowances.

Current vintage allowances sold at $15.06, $1.49 above the $13.57 floor price. This is 31 cents higher than the August clearing price.

All future vintage allowances sold of the 9,723,500 offered for sale. These allowances will not be available for compliance use until 2020. For the second auction in a row, future vintage allowances sold out above the floor price, showing strong confidence in the cap-and-trade program after 2020.

I have lived in Oakland for 30 years. I have been the subject of four crimes, all of them minor. None of the criminals were undocumented immigrants; all of them were born in the US. Don't tell me that ICE is protecting me.

Checking ID is one thing; making license plate data available to any registered govt agency, including ones that police us against our will, is another. We are a nation founded on securing citizens against unwarranted police and govt actions.

'You are your ownership, youre Mark Davis. Would you let Mark plan your childs picnic this weekend all by himself? I wouldnt. Does he have people around him that know how to bilk the state of Nevada out of $750 million dollars? Yes, congratulations. It is amazing that a place was that desperate and you took advantage. Fantastic. But this isnt making your way on your own, this is other peoples money. Other peoples money doesnt impress me nearly as much as oh you figured it out on your own, look at you all grown up. The amount of people in the Bay Area that are wealthy enough to have bought and kept the Raiders in Oakland but he just refused to sell because the minute he is not personally attached to the Raider brand he will never be asked another question ever again in his life. He desperately needs this for his personal identity. He has nothing else in his life that is going for him that defines him like most other owners do. If he sold the Raiders on Wednesday.. Thursday would be the first day in your life we would never hear or think of Mark Davis again forever.

You are what your owner allows you to be. Your owner looks for flight deals on Southwest. Not a personal attack, just a statement of fact. That this is the operation you are running. I want my CEO to take a limousine and have a helicopter pad. I want them to be the best and brightest at what they do, that has the savvy to figure out how to build a stadium on their own in California it is obviously difficult to do. There are ownership groups who have succeed here because no town in California is giving free stadiums to wealthy owners. Steve Kerr can go to work knowing that the Warriors local move across the bay its not going to be throttled in some local angry PR battle because the owners wont let that happen, they control the conversation. The Raiders are leaving. I dont know who takes their main stage, their this is serious entertainment business to a smaller market, to a smaller town, to a smaller crowd. It doesnt make any sense. The excuses that the team doesnt have the money are dumb because whose fault is that that the team is the poorest in the league and he is the poorest owner? His and the families fault. If they couldnt take advantage of the popularity of the brand and turn profits from that then they/he really has no business owning the team.

It is unfortunate that such much misinformation gets spread so quickly. instead of seeking out what is truth and what exists that might be helpful.
1. Although Oakland's rent laws are weak they still provide certain protection for tenants against owner abuse, and should be asked about and utilized (Oakland Rent Program (510) 238-3521)..
2. It seems that Mr ALkebulan's unit is a "covered unit", and what the owner is attempting is illegal. The city provides no-coast legal service for these types of issues through East Bay Community Law Center (510-548-4040)..
3. As long as Mr ALkebulan pays the rent and abides by the terms of rent agreement, he has in effect established a "permanent right of occupancy.
An owner cannot just remove a rental unit. There are specific requirement that must be met.
4. The rent law is "silent" on whether a unit is legal or code compliant -- all units where rent is collected are covered units. An owner may be required to make health & safety repairs, and it is only the code inspector who determined if required work will cause "temporary" relocation. If so , the owner must pay the tenants relocation expense -- which would be appx $12,000.
5. The worst comment on the page is the one above which states that "all residents pay for the cost of rent control." To which I will only reply that without even Oakland's' weak rent protections, unmitigated landlord greed would have long assured that no working class household's would currently be able to reside in Oakland.

Let me better understand the problem. A low performing high school, where my grandfather graduated from in 1929, crafts a program to help all students become better prepared for college is now a threat because the demographics changed? Having a diverse group of students in your classroom does not mean improved academic performance. If diversity is the goal, tearing down a program that improves student outcomes is the wrong solution.

Oh Oakland! "Equality" run amok! If the kids deserve to be there based on grades and their interests, and that causes them (regardless of race) to be seen as "elite", then the underperforming ones shouldn't cry. But cry they do and will continue to do so, all the while missing the lesson that life ain't fair to begin with, and only hard work and effort will help get one ahead.

Do well, or don't, but do not drag others down. Some people need to realize their kids should become acquainted to digging ditches..

In any case, thank God for Oakland, because it contains the crazy in a small part of the bay area.

This is one of the dumbest articles written about the Raiders in many, many years. It reads like it was written by a soccer fan who only has casual knowledge about Oakland and the Raiders franchise. The moron that wrote this over and over mentions Mark Davis's 'head scratching' or 'questionable' decision to move the franchise to Vegas. If the writer had done even a cursory amount of homework on the subject on which he is writing, he may know that the Raiders play in a dump. No team in the league plays on a field that they have to share with a baseball team, thus running on a dirt infield for half the year. It is dangerous and stupid. Not only that, the stadium is woefully inadequate in nearly every way, up to and including the fact that the rest rooms continually back up and the sewer overflows. Seriously. Further more, Mark Davis has tried for many years to work out something, anything with the city of Oakland to get a new stadium for his team. It has simply not gotten done. Moving the team is really all he could do. But hey; why actually research the subject when you can write an insipid, biased, nonfactual article and pass it off like you are doing something important. Moron.

Why should foreign nationals be allowed to sneer at our immigration laws and collude with corrupt employers to degrade wages? I applaud ICE for expanding the definition of "human trafficking" to include the vile smugglers described in this article.

There is a law of the universe that says if you live foul and treat people badly, good things will not happen for you. The Raiders descent into oblivion has just begun. The obvious take away from the Patriots game in Mexico City is that the Raiders are not ready in any way to be competitive on Sundays. They do not have the players, the coaching, the attitude or an owner that has a clue. When Al Davis was ruling the roost, we never saw Mark Davis. He was not on the sidelines or in the war room on draft day. He was not in the front or back office learning how to be an owner. The best I can tell is that he was somewhere being a spoiled rich kid indulging in everything else available to him except football. The clearest illustration of how unprepared he is was illustrated at the press conference two years ago when the NFL announced which franchises would go to LA. The Rams executives were wall street polished and prepared. The Rams, not so much, but Mark Davis was just plain embarrassing. He had on a silver and black pinstripe suit that looked like it came from Eastmont Mall in 1977. He then took the mike and insulted every loyal to the death Raider fan in Oakland. He is a clown who is broke, has not respect by other owners and is doomed to fail. The fans of Oakland should be glad that we only have to view the beginning of this tragedy in the next 2 years. If you can't make it in LA with a Super Bowl team (1985), why would you think anybody in Las Vegas would be interested in a doomed losing franchise. The Raiders will never be great until Mark Davis sells the team to somebody who knows what they are doing. Clearly, from top to bottom, he does not. The Patriot franchise is at the top of the league in personnel, coaching, preparation and attitude. The Raiders are arguably near the bottom.
