Anyone can grow hemp in California. There are just a few hoops through which one must jump first. Biggest one: finding a researcher who's interested in studying part of the plant you're not interested in growing - or its agroclimactic impacts, suitability as a drought crop; anything where the science doesn't require study of the plant matter itself. Set up a industrial hemp pilot research program at an accredited university. The scientist gets to conduct cutting edge research, and you get all the 'agricultural waste' aka the industrial hemp you want to grow.

In a few years it should be much simpler. But it's possible now if you're willing to put in the effort.

The passage of 64 included the legalization of cannabis as well as hemp just like what Colorado did. I heard California Prop 64 copied the State ballot for Colorado that included the legalization of cannabis and hemp together. Last I heard we are waiting for big brother to give us the rules, regulations and taxes to grow a plant that has over 50,000 uses.

I was one of the first speakers
To address the council that night and spoke about employment, traffic, and commuting issues as related to Cannabis positively affecting Alameda.

I believe we met that night my name is Rich Moskowitz.

There are currently two groups established inAlameda . AICC ( alameda island cannabis community) a joint business and citizen group, and ASCA ( Alameda Safe Cannabis Access), and soon to be a third dedicated just to neighbors educating neighbors about the benefits of cannabis for our community.

So I thought I would share my experience. I am 20 years old, not an American and am not a resident of California, but I still managed to get a recommendation (in around 5 minutes) and was able to get a delivery on the same day. The ONLY THING you need, is a U.S. Government-issued identification with your picture and date of birth (I used my visa and it worked fine). There will be places that do not accept you and I doubt most walk-in dispensaries will let me in but I don't care as I can order from countless places.
