The other subtext is that Cultural Affairs resides within the Economic Development Department and instead not only needs to stand on its own but extend laterally through every department. Also, Oakland is the ONLY town in the Bay Area without inclusionary zoning, which requires a percentage of newly built units to be affordable (most other towns require up to 25%). As of last years accounting, only $10M (or 6-8 units) was collected in impact fees from developers to build affordable units...somewhere else and not within the new fancy building. Were also seeing lots of empty ground floor spaces, now. Oakland will continue to see displacement of its artists (in non-residence) and people with lower incomes in the near future. Preserving our Oakland Culture? Not yet. Too late? Maybe. Would a Cultural Zone or Districts really help? I want to remain hopeful but it may require the agency of every remaining artist in Oakland plus 5 friends, as well as the diasporated, to move from plans to ACTION.

The City of Berkeley just updated it's Cultural Plan with over a year's worth of work and input from the community. It has concrete action plans for short, medium, and long-term goals to be addressed by not only by city departments, but by art organizations, the school district, and the Art Commission. If their "agency" is dependent on outside funding... Is it really agency?

If their "agency" relies on being able to violate codes, ordinances and operating public nuances/hazards ... Well can anyone say Ghostship? I knew ya could.

Being part of "cultural planning" means one has to be a part of the culture, not willfully standing outside, giving it the finger and expecting handouts.

Time to grow up folks.

Other concerns from the arts community in regards the cultural plan include:

1. taking away the agency from Oakland artists and organizations in terms of city funding, in that the plan is prescribing the nature of their work for them, as opposed to providing funding for work that the artists and organizations deem worthwhile. While many other artists I have spoken to have come up with creative ideas for projects working with city departments, (whether or not said city departments would approve of said projects is another story), they mostly want to do their work, and not the City's.

2. In the Cultural Plan, there is a map of local cultural sites/groups, some of which have received or are in danger of receiving code enforcement action from the City for their activities. Again, a removal of agency, in that it is doubtful that all sites located on the map were asked permission to be put on the map. Whether the Building/Fire/Planning Departments will use the Cultural Plan map as a "resource" for code enforcement action is unknown, but considering they have taken action based on Facebook events, it is not impossible.

Excited to have Soundwave representing Oakland now more than ever! Sarah is right. Soundwave's 2nd ever show in 2004 was at the venerable 21 Grand, which she co-founded. Props to all that helped Soundwave at the very beginning. Never forget 21 Grand!

It would probably be more accurate to say, "comes back to Oakland" as Soundwave actually had events in Oakland back in 2004.

So proud of you guys sister. You really need to know the impact this is will have on the kids in your community. The big picture is getting our kids off the street and ll giving them a safe place to enjoy and come together as a community. You guys did the unimaginable to me. I used to think you guys were all talk when you would bring up building a bike park
