The Oakland public school system is preparing to put a parcel tax on the ballot to help the district cope with a projected $28 million deficit next year, the Trib reports. Oakland is one of several East Bay school districts that are facing significant financial problems because of declining tax revenues due to the recession. Oakland Unified also is facing an intransigent teachers’ union that is demanding a 15 percent raise over three years at a time when other public employees have taken pay cuts, been put on furlough, or been laid off.
