Berkeley's Solar Program to Go National

Vice President Joe Biden announced yesterday that the federal government is turning Berkeley's innovative solar financing program into a national model. According to the Chron, the new federal program, known as Recovery Through Retrofit, creates a framework for cities, counties, and states to follow Berkeley's lead. The program will help public agencies set up special tax districts, as Berkeley has done, that enable homeowners and commercial property owners to install solar panels and make other energy-efficiency improvements, and then repay the upfront costs through their property tax bills over a 20-year period. Biden hopes the national program will dramatically increase the use of solar energy nationwide.
