Governor Arnold Schwarzenegger called off his mass veto threat yesterday, saying Democratic and Republican leaders had made significant progress in solving the state’s water problems. The governor then called a special legislative session to deal with the water issues, which include proposals to build a large peripheral canal around the Sacramento-San Joaquin River Delta and construct a series of new dams. The governor had threatened to veto more than 700 bills late last week if the legislative leaders didn’t reach a water deal.
