However, the governor has vowed to veto the Democrats’ budget proposal because it includes tax increases, and they don’t have the votes to override. As a result, the Democrats’ plan to protect cities and counties from a state raid is in doubt. And it appears that it will take weeks, if not months, to find out whether cities and counties will be taking another financial hit.
