Will Oakland Cops Screw Up Riders Reforms?

When a crew of four West Oakland police officers were accused to systematically beating and framing young men, the Police Department agreed in 2003 to implement a series of reforms as part of a court settlement. By the beginning of January 2009, the Department must have been found to be substantially in compliance with reforms such as building a strong Internal Affairs Department, improving academy training, and instituting an appropriate use of force policy. But according to the Trib, attorneys John Burris and Jim Chanin, who brought the suit against the Department, have now declared it is doubtful that the cops will meet the standards they agreed to. An independent team has found that of the 51 reforms, the Police Department is in full compliance with 18, partial compliance with 20, and noncompliance with 13.
