Oakland City Attorney John Russo has gone after what his office claims are a pack of unscrupulous, bullying real estate sharks in Walnut Creek. According to the East Bay Business Times, Russo has filed a lawsuit against real estate agent Craig Jarvis and the company Tri-County Properties, alleging that after foreclosing on rental properties, Jarvis intimidated the tenants by sending them eviction notices, in which he claimed that if the tenants did not call his office in 24 hours, their locks would be changed and their property disposed of, as ominous as that might sound. In addition, the lawsuit claims that Jarvis' representatives endlessly showed up at the properties and called the tenants, demanding to know what they would move out and what is euphemistically called inducing "stress." Citing the city's Just Cause eviction ordinance, Russo is seeking a restraining order against Jarvis' activities, as well as attorney's fees, punitive damages, and civil penalties of up to ten grand.
