Campbell Washington wrote the measure as a tax with the proceeds going into the general fund. She knows the general fund is general, not fenced for specific uses. She and Kaplan and other councilmembers now try to shift the blame onto Schaaf. This is a puppet show for those voters who drank the Kool-Aid promises of the tax.

Wrong about the police department. It has 39 vacant sworn officer positions - 5 percent, not 2 percent. Mr. BondGraham makes the same mistake he made last December. The 39 authorized but unfilled positions are listed in the OPD Personnel Distribution Report for the beginning of April. But Mr. BG insists on using a report based on a convoluted definition of vacancy. That report lists some sergeant vacancies but not one police officer vacancy! Not sensible and not true (there are actually 21 officer vacancies), but with Mr BG, ideology trumps facts.

Sometimes a foreclosure never gets to a courthouse auction. A guy on our block bought a house with two mortgages and now down in 2005. Soon he let it lapse into default. Then he persuaded the bank to accept a short sale -- which he rigged. He and his real estate agent refused to let anyone see the place and make an offer, except the partner in the scam. He bought it for a pittance, let the guy live in it for several years, and then they sold the house and split the profits. While the guy lived there, he was a complete nuisance to the neighborhood, right up to a federal ATF raid on the marijuana grow in the garage.

Olis Simmons sucks millions of dollars from the City of Oakland for her Youth Uprising agency - where she brought in the filthy misogynist rapper Too Short as a "career counselor," hired a "dance instructor" who was caught molesting a subteen girl, and farmed out teens for E-40's rap video in praise of reckless driving. Oh, by the way, she is an incompetent, overpaid manager. No wonder Jean Quan launched her 2010 mayoral campaign from Simmons's Youth Uprising facilities. ... The Express gave Simmons a pass for years, even defending the same anti-social rappers that she foisted on the children. Now that Simmons' opportunism led her to tie up with a vulture capitalist of education, we finally get light on a bit of her plunder.

Monitor Warshaw has a financial incentive never to find OPD in compliance. The judge could set a six-month limit on the contract for any one monitor - but he doesn't. Quan, then Schaaf, and the councilmembers never sought this remedy. None of them really cares about the super-high level of robberies and burglaries in Oakland. This latest dustup shows that City Hall does not know how to wage a tough fight, for there is no doubt that judge Henderson has a deep and abiding hatred of OPD, matched by his disdain for the victims of crime in Oakland.
